‘Current system is far too complex’ – Eluned Parrott AM

Following the announcement that the Byelaws Bill has been declared within Assembly powers by the Supreme Court, Eluned Parrott, Welsh Liberal Democrat Spokesperson on Constitutional and Legislative Affairs, commented:

"The whole legal mess that has unfolded only shows that the current system is far too complex. It is yet further proof that we should be considering moving away from Peter Hain's problematic model of devolution towards something closer to the current Scottish model. Essentially, rather than Westminster informing Wales what it can legislate on, we should instead have a system where it is made clear what Wales can't legislate on. That system has worked smoothly in Scotland since 1999 and there has been no legal challenge at all.

"This is certainly something that the Silk Commission should look at when it is looking at the powers of the National Assembly next year."
